Terms of Reference
 
Mission, Purpose and Responsibility
 
The Culture Board will report directly to Creative Sheffield and will be responsible for
  • Overseeing the development and delivery of the Culture Strategy.
  • Monitor the progress of the Strategy against agreed objectives and targets, reporting on these to Creative Sheffield and Sheffield First Partnership.
  • Championing the work of the Cultural Sector and working with other SFP partnerships to take advantage of opportunities for cultural activity and investment to achieve other objectives within the City Strategy.
  • Commissioning, engaging and debating cultural policy areas in greater depth.
  • Identifying and disseminating cultural good practice.
  • Providing advocacy for the cultural sector on a regional, national and international level.
  • To advise and guide Sheffield First Partnership on issues relating to culture.
  • To maximise opportunities for the social and economic regeneration of Sheffield using culture.
  • To lead in obtaining inward investment in support of the cultural sector.
  • To develop effective working relationships between public, private, voluntary and cultural sectors.
  • To lead on cultural tourism, promoting Sheffield as a city of cultural excellence.
  • To effectively work with regional and national cultural agencies.
  • To establish task and finish groups.
 
Statement of Expectations
  • Expectations of the Culture Chair are to act as a personal champion for the cultural sector and the aims of the Culture Board and to take responsibility for ensuring the Board delivers against its mission, purpose and responsibilities.
  • Expectations on the Lead of the Culture Policy Advice are to support the Chair from a position of seniority with a good understanding of the cultural sector and an ability to develop proposals for the Board to consider, drawing on resources within the Council and partner organisations as necessary.
  • Expectations of Lead Officers are to be appointed as necessary to take on specialist areas of work and decisions by the Culture Board to ensure that decisions are translated into action.
 
Membership Guide
The Chair of the Culture Board is to be the Cabinet Member for Culture from Sheffield City Council.
 
The Policy Advisor is to be the Director of Culture, Sheffield City Council.
 
There will be seven independent culture sector representatives, identified in the Strategy as:
  • Sport, leisure, play and physical activity
  • Performing, media, visual and community arts
  • Museums, heritage and archives
  • Cultural tourism, festivals and events
  • Creative, digital and sporting industries
  • Parks and open spaces
  • Urban Design
 
In addition there should be independent representatives for the areas of ‘Statements and Intents’ outlined in the Culture Strategy, which are:
  • Cultural endeavour
  • Cultural economy
  • Cultural communities
  • Cultural excellence
  • Cultural inclusivity
  • Cultural image
  • Cultural partnership
 
Financial and Staffing Support
Sheffield City Council is to provide the secretariat support through the committee clerk.  Financing needs to be identified and agreed against a future work programme.
 
Powers
The Culture Board is an influencing partnership and will hold no budgets directly but will seek through the partner’s own mechanism to pursue the priorities and actions agreed by the Board.
 
 
Conduct of Business
The Culture Board is to meet quarterly at dates to be agreed at agreed cultural venues, open to the public with papers circulated one week beforehand and available on the Web.  The Chair will determine the agenda with input from the Board Membership.
